On April 9th, France's Health Minister, Madame Bachelot announced the relaunch of France's EMR or DMP (standing for Personal or Shared Medical Record; there is no term implying that it is digital, but it is). In 2009, various pilot projects are to be rolled out in different regions, to test value-added services including: a patient summary, follow-up for diabetes patients, cancer emr, electronic prescription, digital xray records, EMR for children. This is to be followed by a national roll-out in 2010. Not an easy task. Madame Bachelot explained a broader Health IT Strategy.
The DMP was launched in 2004 and declared a failure by many, even before they knew anything about it, simply from the standpoint that the task was huge and that insufficient resources were being provided. In addition.
Patient associations have repeatedly attacked the DMP on the grounds of potential violation of privacy. The right to mask certain informations and to "mask the mask" so that the professionals cannot know about the existence of the mask is just one of the requests made by certain patient groups.
Private practice physicians have repeatedly said that they could not introduce the DMP into their already overburdened workload and certainly not include extra time for such a file in their consultations.
Hospitals are in the middle of an attempted transformation of their information systems and not ready to connect to other parts of the health system.
In the meantime, the French pharmacists have recently launched their file: the pharmaceutical file or "dossier pharamceutique". The DP's purpose is to reduce medical interaction and error. The DP already has more than 2 million patients enrolled and has plans for 10 million in the near future.
How will patients understand the co-existence of two files... if not more.
For these various reasons, Minister Bachelot has included various other projects in the relaunch:
a) connectivity between hospital and private practice
b) secure exchanges amongst all healthcare professionals
c) teleradiology
d) and more generally: telehealth, a word which seems to be supplanting, with a broader scope, telemedicine. A personality specialized in telehealth will soon be announced by Minister Bachelot, along with Minister Hortefeux and Minister Lagarde, to create a roadmap for France's ambitions in telehealth.

It's good to know that they don't let those "failing" factors affect their work. They still continue to implement it.
